"The Energy Account"


The Energy Account is a European programme aimed at encouraging the production of electrical energy by means of photovoltaic installations permanently connected to the electrical power grid. In Italy, for example, according to the 2007 Budget, the Energy Account allows for a period of 20 years a tariff discounted by € 0.36 to € 0.49 for every kWh produced by photovoltaic systems linked to the grid. The energy produced is read by a special counter installed inside the building before entering the grid from which it is then taken by the user to cover his own energy needs. The excess energy put into the grid is “stored” and continues to be available to the user for the next three years, in periods in which the plant is not functioning (night-time, maintenance...) or production is less than demand (bad weather). Users investing in a photovoltaic system can add the effective savings in the electricity bill to the income deriving from the discounted tariff: at the end of the 20 years in which they have enjoyed the benefit of the incentive payments, they will continue putting current into the grid and accessing it free of charge according to need, paying in the event for only that part of the energy used and not produced. Users will even be able to choose to sell any unused energy to the grid. The law also offers a further increase in the discount to encourage users willing to invest in special restructuring and maintenance works aimed at reducing energy loss through dispersion in their buildings.
